Flagship Projects and Major Achievements
Regional Leadership of 62 Humanitarian and Development Programs
As Regional Director for West and Central Africa at ADRA International, Emmanuel oversaw a portfolio of more than 62 multisectoral programs spanning 22 countries, mobilizing multi-stakeholder funding and partnerships with governments, United Nations agencies, and bilateral donors.
These programs have:
Improved the living conditions of over 5 million direct beneficiaries;
Strengthened the socio-economic and climate resilience of vulnerable communities;
Reinforced the institutional capacities of national offices and local partners;
Promoted an integrated development approach centered on social cohesion, inclusive governance, and environmental sustainability.
Supervision and international strategic partnerships
Under his leadership, ADRA benefited from the support of leading partners such as:
BMZ (Germany), NORAD (Norway), USAID (United States), DFID (United Kingdom), the European Union, UNICEF, FAO, UNDP, WFP, as well as several African ministries of rural development, agriculture, and social affairs.
He advanced a development diplomacy approach that combines operational effectiveness with strong institutional credibility.
Local Governance and Food Security
Emmanuel has designed and led integrated territorial development strategies, linking food security, rural employment, and citizen participation.
Strengthening local participatory governance mechanisms in the Sahel;
Developing community-based models for the sustainable management of natural resources;
Coordinating cross-border Mali–Burkina Faso projects focused on resilience and peaceful coexistence.
Gender Inclusion and Social Cohesion
He led the design of inclusion policies and women’s leadership initiatives, promoting women’s access to productive resources and local decision-making processes.
These initiatives have:
Enabled the creation of 1,200 income-generating activities led by women;
Integrated gender considerations into the planning and monitoring cycles of humanitarian programs;
Promoted intercommunity dialogue and conflict prevention in sensitive areas.
